Position Objective The purpose of this position is to support the Asst Deputy Director - Signal Projects in all aspects of an economical and efficient installation and revision to wayside signal infrastructure on the Hudson, Harlem, New Haven and West of Hudson line territories. Provide project management, project coordination and material management for all wayside signal projects and programs. Responsibilities Provide Project Management for wayside capital projects including cab signal systems, interlockings, grade crossings, CTC, SCADA, and PTC. Responsibilities include management of consultants and contractors, coordination and development of Bills of Material, and ordering material. Reviews plans and project documents and prepare material procurement requests through People Soft System for signal capital projects. Follow-up and support the procurement process through People Soft System. Manage and support signal projects through close coordination between the railroads Force Account personnel, contractors, vendors, Metro-North Procurement and consultants. Provide material and project planning functions to ensure that material procurements are synchronized to be on hand at the commencement of the force account work or consistent with project schedules. Interfaces with vendors/consultants/contractors regarding project issues, e.g. designs, schedules, submittal reviews, and component parts. Provide all require documentation for the procurement and deployment of material and components. Manage and assist in the preparation of specifications for signal systems and components. Represents Signal Department on consultant and vendor selection committees and acts as consultant during manufacture of any required items. Responsible for project planning, strategy, administration budget and schedule coordinating. Responsible for coordinating material blanket contracts with Procurement Department. Provide support services for ongoing and future capital programs. Provide a lead in supporting Metro-North Safety Program through the execution of required activities and policies associated with personnel working along or on the railroad right-of-way and other locations. Required Qualifications Strong oral and written communication skills for all levels of management. Strong interpersonal skills with the ability to interact with internal departments and outside agencies. Excellent written and verbal communication skills. Strong knowledge of PeopleSoft material requisition and procurement practice and procedures. Strong experience working with an automated material procurement systems. Strong knowledge of Metro-North C&S 1,2 and 3 procedures and practices or related industry equivalent. Project management skills including budgets and schedules. Broad background in technology used in communication systems. Knowledge of Federal Communication Commission. Knowledge of American Railway Engineering & Maintenance Association (AREMA) guidelines and practices. Knowledge of Bell System Practices. Strong knowledge of CFR 233, 234, 235, and 236. Strong knowledge of CTC, PTC, SCADA, fiber optic equipment, 100 Hertz Power systems, grade crossing systems, remote monitoring of grade crossings, power load calculations, vital and non-vital wayside signal systems. Knowledge of wayside construction techniques and practices for cable and systems. Strong knowledge of signal system design standards and practices. Knowledge of communications design standards and practices. Strong knowledge and experience in the integration of digital networks. Strong knowledge of vital and non-vital wayside signal system hardware and software. Knowledge of Quality Assurance and Quality Control Programs. Strong analytical skills in order to analyze new and existing products, equipment and/or procedures. Strong knowledge of AutoCAD, Microsoft Project or Primavera or comparable programs. Strong working knowledge of Microsoft Office and/or comparable applications. Must be able to work in a high-profile/high-pressure environment. Must be able to manage complex multi-discipline projects. Strong knowledge of contract management, change orders and negotiation. Strong knowledge of safety policies and procedures. Strong interpersonal skills with the ability to interact with internal departments and outside agencies. Must be able to implement and participate in Metro-North Railroad's Priority One Safety Program. Must be available 24 hours, 7 days per week. Must have a valid drivers license. Required Education/Experience Bachelor's Degree in Electrical Engineering or other related engineering curriculum or ten (10) years experience encompassing all aspect of wayside construction and project management. Minimum of seven (7) years of experience which includes design of signal systems. Minimum of five (5) years project management experience encompassing wayside construction projects and capital programs, force account estimate preparation, budget and schedule processes and manpower control.
Salary Range:
$80K -- $100K
Minimum Qualification
Engineering Management, Electrical EngineeringEstimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
